The legal basis of road traffic is Road Traffic Law, Road Traffic Rules and other laws and regulations by Cabinet of Ministers, state standards and international agreements in which Latvia is a member state. The Cabinet of Ministers establishes order in road traffic by approving Road Traffic Regulations.

Road Traffic Law – determines legal and organizational basis of the process of road traffic and of road traffic safety in Latvia in order to protect human lives and health as well as environment and property of physical and legal persons, adjusts process of obtaining rights of ownership, keeping and usage of vehicles as well as responsibility of vehicle’s owner, keeper or user.

Law „On highways” – regulates usage, administration, protection and development of highways.

Latvian Code of Administrative Violations – defines what action is considered to be an administrative penalty, which institution may inflict punishment on a person having committed administrative violation and how is it to be carried out. Part 10 “a” of the Code „Administrative violations in road traffic” determines penalties for administrative violations in road traffic.
